CHAPTER ONE

1.0     INTRODUCTION

1.1     BACKGROUND OF THE STUDY

No matter how far back we trace the history of human society, we always find people working together for some common end.  In the earliest times it was the family unit that shielded the individuals from the adverse influences of the outside world, whether these were economic or physical.

A cooperative is a family of people who unite with equal rights and equal duties to overcome the difficulties that affect them all, working together for their common economic and social advantage and sharing the business risk,  they run an enterprise to which they delegate one or more of their economic functions, according to their common needs as producers or consumers.  That is the purpose of the voluntary self help associations we find today in form of various types of cooperative societies in every corner of the world.

The idea of cooperative came into being as a reaction by the common people (the exploited class and the down  trodden) to the excesses of individualism, that is to say because of the evils of the individualistic capitalist system.

According to C.C. Bob Igwe (2004: Pg 6) “The first cooperative society was formed in 1844  in Toad Lane, Rochadale, England by twenty eight (28) weavers.  Their society was called “he equitable society of the Rochadle pioneers”.  Their society was formed because of the industrial revolution period of 1750 – 1859, they formed their society against the excessive capitalist exploitation so that they can be freed from the chains of capitalism, competition, exploitation, insecurity and bad business practices among others.

As the purpose of this study is all about how to organize a cooperative society in a way that it will be viable (ie producing the intended result of its formation), it is important to note that these men (weavers) that formed the first cooperative society studied, discussed and planned together throughout the year 1843 and by August 15, 1844 they had organized their consumer society.  This shows that they also carried out a form of this study in order to know how they will organize their society so that it will be viable.

This study itself is looking into how to organize  a viable cooperative society using a viable cooperative society using Igbo Eze North East Local Government Area as a case study.

1.2     STATEMENT OF THE PROBLEM

In Igbo-Eze North East Local Government Area of Enugu State today, there are many cooperative societies which have been formed in the quest to solve various economic and social problem of the people in the area.  For instance, Chizoba Women Agricultural Cooperative Society which was formed to produce agricultural products that can be sold and bought by the members in order to avoid the high cost of some agricultural products in the area.

But inspite of all the cooperative societies existing in the area, the main reasons for establishing such societies are not begin achieved, that is to say, the main purpose of organizing such cooperative societies are not being achieved, because some members of the cooperative societies are running their societies as other forms of businesses like partnership and some societies are not surviving well in that area.  The question is now.

Why is it that cooperatives in that area are not surviving or thriving as in other local government areas?

What are these steps to be taken in order to establish cooperative societies that will be viable?

What measures can be taken while establishing/ organizing a cooperative society in that area so that it will do well and give out the expected outcome?

1.3     OBJECTIVES OF THE STUDY

The objectives of the study is:

To find out why cooperatives in that area are not surviving as in other places.

To find out how cooperatives in that area were formed so as to know if the problems encountered are as a result of the method of their formation and most importantly;

To know the general level of economic development since it influences the formation of cooperatives.

To know the lifestyles of the prospective members, the average level of income of the prospective members in the area and their impressions about the performance of the already existing businesses in the area as these will affect the success of the cooperative.

To be certain about the availability of promoters and to know the economic and social stability of the area.

1.4     RESEARCH HYPOTHESIS

The following hypothesis will be used in the study:

The identification of needs of the people and project planning/preparing the foundation of the cooperatives will go along way in making he societies viable when formed.

Carrying out a feasibility survey before formation will also give the cooperative a very good ground to thrive on.

Drawing up bye laws that will govern the cooperative will be a good guide to the members when the cooperative is formed so that they will keep to the principle in order that the cooperative will be viable.

Getting linked/affiliating with other cooperatives will help the cooperative to be successful.

1.5     SIGNIFICANCE OF THE STUDY

This study is very timely and will be useful especially now that cooperatives are not functioning well and the aims and objectives of their formation are not being achieved.

It will be of help to the Cooperatives Area Officer in Igbo-Eze North Local Government Area to see those fluxes that hinders fruitfulness in cooperatives of that area and so he will be able to remedy the situation and promote cooperatives.  It will be of immense help to students of cooperative studies as future cooperators to know the militants against viability in cooperatives and how  to organize cooperatives that will be viable.  This study will be also of great help to the people of Igbo – Eze North East Local Government Area to know how to organize their cooperatives and also run the already established ones especially now that cooperatives are realized to be a better form of business that will help in poverty eradication among the people of that area so as to avoid non viability in their cooperative society.

1.6     SCOPE OF STUDY/LIMITATION OF STUDY

The study is focused on the operations of different cooperative societies in Igbo-Eze North East Local Government Area.  It accesses their performances and how they run their societies so as to determine the best way to organize a cooperative.  The heads of cooperatives in the area are not  left out rather are sources of vital information’s.

But there are an extent than one can go in sourcing out information’s due to the facts that some presidents of cooperatives with hold certain vital information’s thinking  that their societies are being spied.
